of the Meeting of Chalgrave Parish Council held on Tuesday, July 19th, 2016 at Chalgrave Memorial Hall, Tebworth at 7.30pm.

2. MINUTES OF June 21st, 2016 MEETING
The minutes of the June 21st, 2016 meeting were approved and signed as correct by the chairman.
3. SPECIFIC DECLARATIONS OF INTEREST
None.
4. MILLENNIUM AWARD PRESENTATION
Cllr Parry presented Mr. Callum Angel with the Millennium Award 2015 in recognition of his service to the community.
5. REPORT FROM  WARD COUNCILLOR VERSALLION
a) Call for Sites. The consultation on the Technical Assessment Criteria for assessing the sites is ongoing. The deadline is July 29th, 2016. Cllr Parry informed Cllr Versallion that the PC had leafleted the parish households about the consultation. Cllr Green commented that the draft document was very technical and he pointed out that CBC outsourced its Strategic Green Belt Review. Cllr Versallion replied that all the consultants for CBC were from the private sector. He said that CBC will eventually run out of housing supply so it has to find more sites to build on. It also has to carry out a Green Belt review even if it does not want to. The PC will submit comments on the consultation to CBC. Cllr Green to draft.                        KG
b) Gypsy and Traveller Sites are included in the above consultation, Cllr Versallion said that CBC had turned down a planning application for two caravans and two mobile homes in Tilsworth but the application is winning on appeal. He also said that local authorities have to provide stopover sites and there is likely to be one just off Jct 13 of the M1. If these sites are managed people can be moved on.
c) Tebworth Pond. Cllr Parry briefly explained the current situation about the pond to Cllr Versallion who asked the clerk to forward him the emails from the Planning Enforcement Officer, whom he will contact.
6. REPORT FROM ALL SAINTS CHURCH-Mr. Steve Calder
a) Rev. Anne Crawford has been appointed as Team Vicar at the Church of Saint Matthias, Richmond upon Thames. Her last service at Chalgrave Church will be at Harvest on October 2nd, 2016. Mr Calder said it would be helpful to work together with St. George’s in Toddington. It could take up to two years to find another vicar so it is a difficult time for the church at the moment.
b) Iona Service. This took place on July 10th, 2016. The service was followed by a Highland Tea. 30 people attended.
c) Church Roof. The church has received planning permission from CBC to replace the stolen lead with terne coated stainless steel. It will apply for grants from WREN next year. In the meantime a second temporary roof has been installed on the south side so the church is now watertight.
d) Weddings. Two weddings took place in July and 2 are scheduled for August.
e) Funeral. The funeral for Archie Smith took place today.
f) The Tower will be repaired before winter.
g) Sit-on Mower. The mower has been replaced. It was traded in for £200 and the new one cost £920.
h) Sunday Service is at 9.30am followed by tea, coffee and biscuits at 10.45am.
7. TO DISCUSS REPLACEMENT COUNCILLOR
The PC received three applications. After discussion about all three candidates Mr. Kevin Ludgate was co-opted on to the PC by majority vote. He will attend the August PC meeting as Cllr Ludgate.
8. POLICE MATTERS
a) Crime Report May 2016.
• St Mary’s Close. Antisocial behaviour x 2. Current status not provided.
• The Meadows. Burglary x 2. Both currently being investigated by the police. Insufficient evidence to bring anyone to justice but the cases may be reopened if more information becomes available.
b) Parish Council Forum is taking place on September 10th, 2016. Cllrs Green, Jackson and Parry may attend.

d) Community Engagement, South Bedfordshire is currently being prepared.9. MATTERS ARISING FROM JUNE 21st, 2016 MINUTES
a) Call for Sites. Leaflets informing residents of the Technical Assessment Criteria consultation have been delivered to every household in the parish. Cllr Green has drafted a response to the consultation. In correspondence. b) Bus Services. THE PC has submitted a response to the consultation about the changes to bus services.
c) Defibrillator. Cllr Jackson has sent off the form for setting up the Village Emergency Telephone System (VETS). Ongoing.                                                                                                                                                            BJ
d) Noticeboards. Refurbishing ongoing.
e) Flawed Housing Targets. No minutes were taken at the meeting held in March. The clerk will ask for Cllr Green and herself to be added to the mailing list of the Green Belt Parishes Group.                                   Clerk
f) CBC: Local Transport Plan Rural Match Fund & Bidding Guidelines. The PC wrote to CBC stating that the scheme is unfair to small PCs. A letter was sent to CBC to that effect. Chase for a response.                           Clerk
g) Tower Mint Ltd.  A notice will be put in the Chalgrave News asking children to collect their Commemorative medals to celebrate the Queen’s 90th birthday.                                                                         Clerk
h) Highways England. Cllr Parry will contact HW again to ask for more adequate signage when the A5120 is closed to prevent HGVs travelling down Tebworth Road/Wingfield Road and Chalgrave Road when the A5120 is closed.                                                                                                                                                                PP
i) CPRE: Development on Greenbelt. CPRE asked the PC to write to the local MP to persuade the government to rethink its proposed plan to build on Greenbelt land. Cllr Parry responded on behalf of the PC and Mr Selous has sent a response. In correspondence. Clllr Green will draft a response to Mr. Selous.

j) Featherbed Lane.  Cllr Wells has found maps on the internet which refer to Featherbed Lane as New Farm Barn Lane due to an error by Ordnance Survey. The clerk will contact Building Control at CBC, which is responsible for street naming.                                                                                                                                 Clerk
k) Central Bedfordshire Local Plan. Cllr Green attended CBC’s Town and Parish Councils Conference on July 13th, 2016. The presentation notes are in correspondence. Cllr Green said that there could be 55,000 new houses built not 28,000 as previously stated by CBC. At the conference he was told that the PC should join other parishes to make a Neighbourhood Plan. However this cannot be done until it is known what CBC is planning for the area. Consultation on the site assessment criteria is between June 30th and 29th July, 2016. In correspondence.

13. TEBWORTH POND
a) Planning Enforcement. CBC’s Planning Enforcement Officer has advised the PC to submit a retrospective planning application for the pollarding of the willow tree by the pond. Cllr Parry will try to find out who pollarded the tree as the PC was not responsible and he will then send a reply to the Officer. Ongoing.14. COMMITTEE REPORTS

Planning permission has been granted for replacing the church roof with terne coated stainless steel.

b) Speed Watch
i. Two speed watches took place last week.
ii. Vehicle Activated Sign (VAS); Toddington Road. Cllr Whitton will look in to the costs of VASs. He will asked if they can be adjusted e.g. from 30mph to 20mph.  He then said there may be a charge for an engineer to come and see if the current signs can be repaired.  Clr Green proposed, seconded by Cllr Jackson that Cllr Whitton finds out how much an inspection would be. i. Footpaths Inspection. Unfortunately Cllr Green had no feedback as to what work needs to be carried out on the footpaths. Ongoing.                                                                                                      All

i. Cllr Green is still awaiting some cllrs’ details for the website.
15. PERMANENT SPEED SIGNS
Discussion deferred until the next PC meeting due to Cllr Wells’ absence.
16. HIGHWAYS ISSUES
a) Parish ‘Walkabout’. Cllrs Parry and Green and the clerk are meeting with a HW representative on Wednesday July 20th, 2016 to examine various HW issues around the parish.                               PP; KG; Clerk
