MINUTES of the Meeting of Chalgrave Parish Council held on Tuesday, August 16th, 2016 at Chalgrave Memorial Hall, Tebworth at 7.30pm.

2. MINUTES OF July 19th, 2016 MEETING
The minutes of the July 19th, 2016 meeting were approved and signed as correct by the chairman.
3. SPECIFIC DECLARATIONS OF INTEREST
None.
4. POLICE MATTERS
a) Crime Report June and July 2016.
No reports available for these months.
b) Parish Council Forum is taking place on September 10th, 2016. Cllrs Green and Jackson may attend. BJ; KG
c) Beds Alert: Message from PCC Holloway announcing survey about her new Police and Crime Plan for Bedfordshire. In correspondence.
5. MATTERS ARISING FROM JULY 19th, 2016 MINUTES
a) Call for Sites.  The response to the Technical Assessment Criteria consultation has been sent.
b) Bus Services. Cllr Green spoke to the Public Transport Officer at CBC, who told him that Chalgrave Parish would not be left without a bus service and it was more likely that services for Toddington would be cut.
c) Defibrillator. Cllr Jackson said there would be a rehearsal for the Village Emergency Telephone System (VETS) at some point. She has sent off for fridge magnets which show details of how to use VETS. Ongoing.
d) Noticeboards. Refurbishing ongoing. Contractor to be contacted.  PP
e) Tower Mint Ltd.  A notice will be put in the Chalgrave News asking children to collect their Commemorative medals to celebrate the Queen’s 90th birthday.
f) Highways England. Cllr Parry will contact HW again to ask for more adequate signage when the A5120 is closed to prevent HGVs travelling down Tebworth Road/Wingfield Road and Chalgrave Road. PP
g) CPRE: Development on Greenbelt. CPRE asked the PC to write to the local MP to persuade the government to rethink its proposed plan to build on Greenbelt land. A response has been sent to Mr. Selous.
h) Featherbed Lane.  Cllr Wells has found maps on the internet which refer to Featherbed Lane as New Farm Barn Lane due to an error by Ordnance Survey. The clerk will contact Building Control at CBC, which is responsible for street naming.  Ongoing. Clerk
6. POINTS RAISED on JUNE/JULY 2016 CORRESPONDENCE
a) Consultations. With reference to the PC’s recent response to CBC’s Scoping Report Cllr Green commented that it would be good to see a summary of the results of consultations.
b) Town and Parish Councils Forum: September 13th, 2016 Cllr Green will attend.
c) Parish ‘Walkabout’. The grass at the junction of Chalgrave Road and the A5120 is still not cut. Cllr Green proposed, seconded by Cllr Ludgate that the clerk contacts the HW representative again to point out that The Lane and Featherbed Lane had been cut. Unanimously resolved. Clerk
d) Lane Farm, Tebworth. The PC is waiting to hear from CBC Planning about the recent planning application for Lane Farm. Ongoing.
7. JULY/AUGUST 2016 CORRESPONDENCE RECEIVED
a) Stanbridge and Villages Focus Group. Action notes and follow ups from the June 30th, 2016 meeting. In correspondence.
b) CBC Partnerships, Community and Engagement Team. Letter to inform of Charles Wells intention to dispose of the Queen’s Head pub. In correspondence. The PC has arranged an open meeting on Monday, September 19th about the pub. There will be a leaflet drop around the parish to advertise the meeting. Cllr Parry is trying to get a price for the pub from Charles Wells. In the meantime Friends of the Queen’s Head need to prepare a constitution and form a company in order to submit a bid for the pub.
c) SEPT; Open House Meeting-Keeping People out of Hospital. Wednesday, August 24th, 2016.
d) CBC: Changes to CBC’s Legal Service Arrangements. In correspondence.
e) Bedfordshire and Milton Keynes Healthcare Review Update. In correspondence.
f) UK Power Networks. Information on the new 105 national phone number for reports to get information being launched on September 6th, 2016.
g) NALC: Legal Topic Note 69; Antisocial Behaviour and Harassment. Information in correspondence.
h) NALC; Survey on Community Led housing. Cllr Parry will draft a response on behalf of the PC. PP
i) CPRE: Fieldwork. Summer 2016 magazine in correspondence.
j) CPRE: Countryside Voice. Summer 2016 magazine in correspondence.
k) Public Sector Executive. August/September 2016 magazine in correspondence.

9. TEBWORTH POND
a) The PC made the decision to ask the resident, via a solicitor’s letter, to remove the fence which he has erected on land surrounding the pond.
b) The PC will apply for Village Green status for the pond and its surrounds. Clerk
c) Thank You Letters to be sent to residents who helped with the refurbishment of the pond and surrounding area.Clerk
