MINUTES of the Meeting of Chalgrave Parish Council held on Tuesday, October 18th, 2016 at Chalgrave Memorial Hall, Tebworth at 7.30pm.

2. MINUTES OF September 20th, 2016 MEETING
The minutes of the September 20th, 2016 meeting were approved and signed as correct by the chairman.

Cllr Green declared a prejudicial interest in item 7b), Tebworth Community Pub.

5. POLICE MATTERS

6. REPORT FROM ALL SAINTS CHURCH
No report this month.7. MATTERS ARISING FROM SEPTEMBER 20th, 2016 MINUTES
a) Street Lamp, Toddington Road. The street lamp outside 23 Toddington Road still has not been connected to the electricity supply. The clerk has contacted HW again. Ongoing. Clerk
b) Queen’s Head Pub. The Tebworth Community Pub Committee met on October 11th, 2016. Cllr Green explained that Charles Wells has set a purchase price of £300,000, which the committee are aiming to raise. He also said that the pub was the first in the county to be registered as a Community Asset and the committee is hoping to persuade CBC not to grant Change of Use should an application be submitted. He suggested asking Andrew Selous MP to use his influence on CBC. Cllr Parry will draft a letter asking CBC not to grant Change of Use. PP
c) Rector’s Departure. Rev. Anne Crawford, took her final service on October 16th, 2016 at All Saints Church at 9.30am. Cllr Parry and the clerk attended the service on behalf of the PC.
d) Defibrillator. Cllr Jackson has received the fridge magnets, which show details of how to use VETS. These will be delivered to Chalgrave households along with an explanatory note on how to use them. BJ
e) Noticeboards. The contractor should have completed refurbishing the noticeboards by October 21st, 2016. Ongoing.
f) CPRE: Development on Greenbelt. A second letter has been sent to Mr. Selous. Awaiting response.
g) Featherbed Lane.  Cllr Wells explained that Chalgrave Manor Farm is having problems with traffic using sat navs, particularly HGVs, travelling through to the A5120 from Fancott. He will follow up. In the meantime the clerk has contacted Anne Smith, Senior Technical Administrator, Building Control at CBC, which is responsible for street naming. She will investigate why there are instances online where the lane is called New Barn Farm Lane.  Ongoing. MW Clerk
h)  Parish ‘Walkabout’-Grass Cutting. The grass at the junction of Tebworth Road and Lords Hill still has not been cut and visibility is poor especially when attempting to turn right. Ongoing.
i) Vehicle Activated Sign (VAS); Toddington Road. The sign on Hockliffe Road has been repaired. The radar sensor on the Toddington Road sign no longer works and will cost £900 approx to repair. A new sign will cost £1,500 approx. Cllr Whitton proposed, seconded by Cllr Green, to write to CBC asking whether it would fund a new sign. All agreed. Clerk
j) St Mary’s Phone Box. A notice has been posted on the phone box that BT would remove it unless there were objections, which needed to be submitted by October 10th, 2016. Cllr Green spoke to the residents of the close and found out that none of them use the box. BT had also informed the clerk that no calls had been made in the past year.
k) Wingfield Festival of Britain Sign. The PC has been unable to find out who has removed the damaged sign. The clerk will contact CBC about a replacement. Clerk
l)  BATPC: Local Government Financial Settlement for 2017/18. Technical Consultation.  Consultation ends October 28th, 2016. The PC agreed to write to NALC objecting to the proposed changes because more services are being devolved to PCs which cost money. Clerk
m)  Parish Council Computer. The PC can apply for a grant to purchase a new computer plus a scanner/printer because of the Transparency Code. Councillors agreed that the clerk should apply for a grant as well as repair the current parish council computer. Clerk
n) Local Plan Consultation.  Deadline is November 1st, 2016. Cllrs agreed to respond on behalf of the PC and also individually. All
o) CBC: Partnerships, Community and Engagement Team; Planning Training. Cllr Green and the clerk are attending a training session at the Dunstable CBC offices on October 25th, 2016. KG; Clerk
p) HW: Road Closures.  2 scheduled closures between Roslyn Way, Houghton Regis to the rear of the Red Lion pub:
q) 08.00 Monday October 10th-18.00 Friday October 21st, 2016
r) 08.00 Monday October 31st-18.00 Friday December 2nd, 2016
s) The PC has requested ‘Not Suitable for HGVs’ signs to be placed at each end of Chalgrave Road and Wingfield Road/Tebworth Road.

a) Local Plan Consultation. Information and response forms. Deadline is 1/11/16. In correspondence.
b) CBC: Town & Parish Council Planning Conference July 13th, 2016. Report in correspondence.
c) CBC: Town & Parish Council Planning Conference November 22nd, 2016. Invitation to the next conference. Cllr Green may attend. In correspondence. KG
d) CBC: Request for Details on Unauthorised Gypsy & Traveller Sites. Brief summary of issues in correspondence.
e) CBC: Application for Designation of a Neighbourhood Area. CBC has received notification that Houghton Regis Town Council has applied to designate the parish as a ‘Neighbourhood Area.’ In correspondence.
f) CBC: Passenger Transport Strategy. Notification that the strategy has been approved. In correspondence.
g) Rural Services Network. Campaigners have asked the government to use the Bus Services Bill to reverse rural transport cuts. In correspondence.
h) Weekly Email News Digest. Article ‘Cities can ease pressure on countryside.’ The PC agreed to write to the News supporting the premise and also to Andrew Selous MP. Cllr Green will draft. KG
i) Rural Services Network (RSN) has warned the government not to withdraw funding from rural communities. Cllr Green will draft a letter to the government supporting RSN.  In correspondence. KG
j) CBC: Dunstable High Street. Information about an online survey about improvements to Dunstable High Street. Deadline October 31st, 2016. In correspondence.
k) CBC: Chalgrave Services and Facilities. Request to confirm that CBC’s list of Chalgrave’s services and facilities is correct. Notification of 15 community planning events across Central Bedfordshire between October 2016 and November 2017. Event in Toddington on November 23rd, 2016 in the Guide Hall, Toddington between 2.30pm-7.30pm. In correspondence.
l) BATPC. Annual Report and Accounts 2015-16. In correspondence.
m) CBC: Porz Avenue roundabout will be closed between October 22-30th, 2016. In correspondence.
n) CBC Highways. Autumn 2016 news in correspondence.
o) Leighton Buzzard Library Theatre. Winter programme. In correspondence

10. ACCOUNTS
a) Cheques for Signature. The following cheques have been approved and signed:

b) Closure of External Audit. No matters were brought to the attention of the PC.

11. TEBWORTH POND
a) Land Registry and Village Green Applications. The PC has applied for Village Green status and is in the process of applying to Land Registry for Possessory Title. Ongoing. Clerk
b) Fenced off Area. Part of the area surrounding the pond is still fenced off.  Ongoing.
c) Pollarded Willow Tree. Cllr Whitton has contacted the Tree and Landscape Officer at CBC to enquire whether the tree by the roadside could be removed so that new shrubs can be planted. Ongoing. PW
d)  Article for Chalgrave News. The PC approved Cllr Jackson’s article on the pond for the News.
e) Pond Maintenance. On Sunday October 16th, 2016 a working party removed the pond weed. Part of the willow tree by the roadside was also cut back. Further work has been provisionally arranged for Sunday October 23rd, 2016. BJ; PW

12. PERMANENT SPEED WATCH SIGNS
Cllr Wells will forward information on the signs to cllrs for their comments.   MW

13. COMMITTEE REPORTS
a) Planning
i) Applications

16/04498 A5 Salvage Works. Watling Street Demolition of existing dwelling, workshop & ancilliary storage sheds, removal of mobile home, removal of hardstanding. Erection of12 dwellings, formation of new access etc. Concern about access in and out of the site.
12 houses not adding significantly to housing stock & is not a good argument by developers. No affordable homes. To be decided
ii) Lane Farm, The Lane, Tebworth. The recent pre-planning application to determine whether one of the buildings is suitable for development has been refused. The application has gone to appeal. The PC has asked CBC to inform it of any future PAAD applications in the parish. Awaiting response. Clerk to follow. Clerk
b) Speedwatch
Two speed watches to take place this month. Cllr Parry thanked Cllr Wells for overseeing the Speed Watch scheme for Chalgrave.  Cllr Wells has been invited to Milton Bryan to show their volunteers how the scheme works.  MW
c) Footpaths
Repairs to a fence and stiles still ongoing.
d) Website
Awaiting two cllrs’ details.

14. HIGHWAYS ISSUES
i. The street lamp between 2 Tebworth Road and Heath Farm has been reported to be flashing intermittently. Report to HW. Clerk
ii. The street lamp near Buttercup Farm has been reported to be faulty. To be investigated and reported to HW if necessary. Clerk
iii. Report potholes on the A5120 near Church Lane. Clerk
