Minutes of the Meeting of Chalgrave Parish Council held on Tuesday, April 19th, 2016 at Chalgrave Memorial Hall, Tebworth at 7.30pm.

2. SPECIFIC DECLARATIONS OF INTEREST
Cllrs Parry and Wells declared a prejudicial interest in Chalgrave Sports Club, item 11
Cllr Green declared a prejudicial interest in Chalgrave Memorial Hall, item 11
3. MINUTES OF March 22nd, 2016 MEETING
The minutes of the March 22nd, 2016 meeting were approved and signed as correct by the chairman.
4. POLICE MATTERS
a) Crime Figures: February 1st-February 29th, 2016 Burglary in St Mary’s Close. The investigation is complete. No suspect was identified because of insufficient evidence. The case may be reopened if more information becomes available.
b) Election for the New Police and Crime Commissioner takes place on Thursday May 5th, 2016.
c) Street Watch. Bedfordshire Police are promoting Street Watch. Councillors felt that residents keep an informal watch in Tebworth and Wingfield and this was sufficient. Cllr Parry will email Juliet Wright, the Watch Scheme Development Co-ordinator to that effect. PP
d) Crime Prevention Information in correspondence.
5. REPORT from WARD COUNCILLOR MARK VERSALLION
a) Cllr Versallion stated that he represents all the people within his constituency and he will attend as many PC meetings as he can, given that he does have other commitments. Cllr Parry said that the PC values Cllr Versallion’s input. Cllr Versallion agreed to send a brief report if he could not attend a PC meeting.
b) Call for Sites. CBC’s Call for Sites has finished and the applications are being collated. Cllr Versallion informed the PC that 4,500 houses are to be built near the wind turbine at Heath and Reach. Another wind turbine is going to be erected nearby, probably in June 2016. Cllr Green commented that green field land is going to be built on again, to which Cllr Versallion said that there is an argument that some of the land is brownfield as it has been quarried. There will be a public consultation soon.
c) Consultations.
i. Bus Services. There is a consultation on proposed changes to bus services in Bedfordshire. The consultation is open until July 12th, 2016. Cllr Versallion explained that CBC is having to save much money and is finding it difficult to find contractors to run the present services.
ii. Healthcare Review. Hospitals in Bedfordshire, Milton Keynes and Luton are to be reconfigured i.e some services might be reduced at some hospitals. A 12 month review is currently taking place. People can give feedback online. Deadline May 5th, 2016.
6. REPORT FROM ALL SAINTS CHURCH
a) Church Roof. Cllr Green asked Cllr Wells if anything could be done to fund raise via the website. It would be necessary to find out how much money needs to be raised to repair the roof. Cllr Parry will speak to Mr Calder to get more details. PP
7. MATTERS ARISING FROM MARCH 22nd, 2016 MINUTES
a) Defibrillator-Village Response Team. A meeting was held on April 11th, 2016. Cllr Jackson will find out more information about 1st Responders.  BJ
b) Road Markings-White Lines. The PC has received information about CBC’s white line policy. In correspondence.
c) Noticeboards. Refurbishment of the noticeboards is ongoing.
d) Grass Verge Next To Woodlands. Ongoing.
e) Flawed Housing Targets. Awaiting the minutes of a recent meeting. Ongoing.
f) CBC: Local Transport Plan Rural Match Fund & Bidding Guidelines. The PC wrote to CBC stating that the scheme is unfair to small PCs as they would have to contribute 50% of the costs, which would represent a large proportion of their small precepts. Awaiting response.
g) NPPF-LGBC. The PC has received the London Green Belt Council’s response to the government’s consultation paper on the National Planning Policy Framework. In correspondence.
h) Chalgrave Parish Council’s Accounts are on the website.
i) CBC Budget Plans 2016 Consultation.  CBC received 1,200 responses to the consultation. The PC has contacted CBC to say it considered this a small number of responses. Ongoing.
j) CBC Local Plan.  At a previous PC meeting Cllr Green commented that the draft Local Plan does not mention the Green Belt. Cllr Parry has sent CBC comments to that effect on behalf of the PC.
k) Anglian Water is launching a campaign called ‘Pollution Watch’. Cllr Whitton has volunteered to liaise on behalf of the PC.
l) Town and Parish Council Conference: April 5th, 2016. Cllr Green attended.  The Local Plan was on the agenda, which also included Gypsy and Travellers’ sites. Cllr Green reported that two representatives of the latter gave a good presentation at the conference. A few parish council representatives said that the council run sites were well run. However private sites could be problematic.
m) Magpas Air Ambulance. Request for a donation. The parish council felt that it should give grants and donations to parish organisations only and therefore agreed not to donate in this instance.
n) Tower Mint Ltd. Commemorative medals to celebrate the Queen’s 90th birthday for sale. Clerk to order 70 medals to be given to children living in the parish up to and including 18 year olds.   Clerk

a) Cllr Dan Osborn has resigned from the parish council due to family commitments. Cllr Parry thanked him for 14 years of service to the parish council. Clerk to initiate process of councillor replacement. Clerk
b) Joint Practioners’ Advisory Group (JPAG). Governance and Accountability for Smaller Authorities in England. Guide to the proper practices that should be applied in the preparation of statutory annual accounts-March 2016. In correspondence.
c) CBC: Review of the Private Sector Housing Assistance Policy. Consultation runs from March 21st-May 6th, 2016. In correspondence.
d) Highways England. Update and newsletter on A5-M1 link road. In correspondence. Cllr Parry will contact HW to ask for more adequate signage when the A5120 is closed to prevent HGVs travelling down Tebworth Road/Wingfield Road and Chalgrave Road. PP
e) CBC Streetworks. Temporary closure of Thorn Road, Houghton Regis from Monday, May 2nd until May 14th, 2016 between 20.00 hours and 06.00 hours. In correspondence.
f) CBC: Corporate Resources. CBC has entered partnership with a firm called LGSS Law to deliver the legal services for CBC, effective April 1st, 2016. In correspondence.
g) CBC: Dunstable Leisure Centre. Proposal to build a new leisure centre on Court Drive, Dunstable. Consultation ends July 8th, 2016. In correspondence.
h) CBC: Police and Crime Commissioner Elections. Reminder to register for the elections on May 5th, 2016. In correspondence.
i) CPRE: Development on Greenbelt. Request to write to the local MP to persuade the government to rethink its proposed plan to build on Greenbelt land. Cllr Parry will respond on behalf of the PC. j) CPRE: Agenda for April 23rd, 2016 AGM. Parkside Hall, Woburn Street, Ampthill 2.00pm. The Bedfordshire and MK Local Plans will be discussed at 3pm.

10. ACCOUNTS
a) Parish Council Insurance. The PC unanimously agreed to accept the quote of £414.14 from Came and Company. The PC is currently on a three year contract, which ends in 2017, with Came and Company. Clerk
11. GRANTS
b) Chalgrave Sports Club.
Cllrs Parry and Wells declared a prejudicial interest-members of the Sports Club Committee.
Cllr Green declared a prejudicial interest in Chalgrave Memorial Hall
Applications have been received from All Saints Church, Chalgrave Sports Club and Chalgrave Memorial Hall. The Chalgrave News and Chalgrave Senior Citizens’ Committee do not require a grant this year. Grants to be decided at the May 2016 meeting.
12. TEBWORTH POND
The parish council has received a letter from the residents of the house next door to the pond requesting certain information relating to work on the pond. Cllr Parry has acknowledged receipt of the letter.Plans for the area surrounding the pond have been revised so Cllr Jackson will contact Mr Tim Buckingham again to see if he would be willing to carry out the proposed work. 13. PREPARATIONS FOR THE PARISH ASSEMBLY
a) Date and time. Tuesday, April 26th, 2016 at 7.30pm
b) Food and drink. Cllr Hampson will order the food. Cllr Parry will purchase drinks. DH; PP
c) Format will be the same as last year.
d) Consultations. Information about current consultations to go on the table.
14. COMMITTEE REPORTS
a) Planning
i. A group of MPs is calling for a review of planning policy stating that ‘The government needs to ensure there is confidence in the planning system by carrying out a comprehensive review of the NPPF by the end of this Parliament.’
ii. The Government has responded to the petition calling for right of appeal against planning applications for parish councils. It does not feel that a right of appeal is necessary for parish councils as it considers, to quote, ‘they already have the opportunity to guide and inform local planning issues via Local Plans and Neighbourhood Plans.’
b) Speedwatch
i. Vehicle Activated Sign. The sign on Toddington Road does not appear to be working properly again.
c) Footpaths
i. Stiles. Stiles, including one particularly bad one are due to be repaired soon.
d) Website
i. Cllr Green is still awaiting some cllrs’ details for the website.
ii. Cllr Parry will have access to the site in order for him to upload updates. Ongoing.  MW; PP
15. HIGHWAYS ISSUES
i. Faulty Lamps. Column 001 at St Mary’s Close is still not repaired and the lamp outside Forge Cottage, Hockliffe Road is not working. Clerk to report to HW. Clerk
ii. Verge Between Woodlands and 51 Wingfield Road has still not been cut back. Report again. Clerk
iii. Hedge along Wingfield Road opposite Woodlands and The Woodyard needs cutting back. Report to HW. Clerk16.
