of the Meeting of Chalgrave Parish Council held on Tuesday, June 21st, 2016 at Chalgrave Memorial Hall, Tebworth at 7.30pm.

2. MINUTES OF May 17th, 2016 MEETING
The minutes of the May 17th, 2016 meeting were amended, approved and signed as correct by the chairman.

3. SPECIFIC DECLARATIONS OF INTEREST
None.

4. TO DISCUSS REPLACEMENT COUNCILLOR
There have been no requests for an election therefore the parish council has begun the process of co-option. There are two applications so far.

5. REPORT FROM ALL SAINTS CHURCH
a) Church Life. Rev. Crawford is on a three-month sabbatical. In the meantime a series of good reverends are covering for her. There is no shortage of organists.
b) Weddings. Four weddings are scheduled for July and August.
c) Chalgrave Games; June 25th, 2016. All Saints Church supplied 100 ‘The Queen at 90’ booklets, a section of which describes the Queen’s relationship with Christianity.
d) Church Roof. The church has received three tenders of approximately £65,000 for repairing the roof. Historic England has given consent and Natural England has also been consulted. The church is still awaiting planning permission from CBC before the faculty can be submitted to the chancellor.
e) The Tower. The tower is being repaired and work should be complete by the winter.
f) Sit-on Mower. Repairs to the mower would cost £1,000 approximately so the groundsman is looking for a replacement. In the meantime Callum Angel, the grandson of Mr. Robert Upchurch, has kindly offered to cut the grass. Thanks go to the Upchurch family.
g) Sunday Service is at 9.30am followed by tea, coffee and biscuits.

6. POLICE MATTERS
a) Crime Report April 2016.
• St Mary’s Close. Antisocial behaviour. Current status not provided.
• Memorial Hall grounds. Antisocial behavior. Current status not provided.
• Wingfield Road. Violence and/or sexual offences. Unable to prosecute suspect.
b) Rural Liaison Officer. Bedfordshire Police have appointed a Rural Liaison Officer, Tau Chamboko. His role is to work with the NFU and local parish councils to tackle rural crime. He wants to attend a parish council meeting in the near future. The clerk has sent him the dates of the rest of this year’s meetings. Awaiting response. Ongoing.
c) Community Engagement, North Bedfordshire: Chief Inspector Nick Lyall has forwarded the June 12th, 2016 Presentation notes to the PC. In correspondence.
d) Neighbourhood Watch. Information in correspondence.
e) Neighbourhood Watch. May 2016 newsletter in correspondence.
f) Beds Alert. Newsletter in correspondence.

7. MATTERS ARISING FROM MAY 17th, 2016 MINUTES
a) Call for Sites.
i. Following the query from the May 2016 PC meeting Cllr Versallion has clarified that an application for 4,500 houses to be built near the wind turbine at Heath and Reach has been submitted to CBC.
ii. A consultation on Technical Assessment Criteria for assessing the sites has begun. The deadline is July 29th, 2016. Cllr Green proposed that the PC lets residents know about this consultation as sites in Chalgrave have been submitted. Cllr Levy seconded the proposal. The vote was unanimous. Cllr Green will draft a leaflet, to be approved by the PC. KG
iii. A consultation on the sites submitted begins in December 2016.
b) Bus Services. Cllr Versallion has made a request to the Passenger Transport Manager at CBC to take Chalgrave Parish in account when reviewing new bus routes. Cllr Green has drafted a response about the changes to bus services outlined in the current consultation, which closes on July 12th, 2016. The PC approved the draft. Clerk to send off. Clerk
c) Defibrillator. Cllr Jackson reported that the Village Emergency Telephone System (VETS) will cost £100
per year plus £35 to set up. Up to 10 volunteers with land lines are needed. Cllr Jackson believes she has
that number. The PC agreed to go ahead with the set up. BJ
d) Noticeboards. Refurbishment of the noticeboards should finished by this Friday.
e) Flawed Housing Targets. Awaiting the minutes of a recent meeting. Chase response. Ongoing. Clerk
f) CBC: Local Transport Plan Rural Match Fund & Bidding Guidelines. The PC wrote to CBC stating that the
scheme is unfair to small PCs. A letter was sent to CBC to that effect. Awaiting response.
g) Tower Mint Ltd. Commemorative medals to celebrate the Queen’s 90th birthday will be distributed to
parish children at the Chalgrave Games.
h) Highways England. Cllr Parry will contact HW again to ask for more adequate signage when the A5120 is
closed to prevent HGVs travelling down Tebworth Road/Wingfield Road and Chalgrave Road. PP
i) CPRE: Development on Greenbelt.
i. CPRE asked the PC to write to the local MP to persuade the government to rethink its proposed plan
to build on Greenbelt land. Cllr Parry responded on behalf of the PC and Mr Selous has sent a
response. In correspondence.
ii. Cllr Green said that he questioned a statement which said that less Green Belt land is being used for
development than in 1989. He also said that Green Belt is not mentioned in CBC’s Local Plan. Cllr
Parry commented that it was difficult to say at the moment that CBC is not using brown field sites.
Cllr Green proposed, seconded by Cllr Parry that the PC writes to CBC regarding Cllr Green comments
above. All agreed. Cllr Green will draft the letter for approval by the PC. KG
j) Featherbed Lane. Cllr Wells has found maps on the internet which refer to Featherbed Lane as New Farm
Barn Lane due to an error by Ordnance Survey. The clerk contacted CBC HW and the Footpaths Officer to
find out why the name has been changed. She recommended the clerk contact Building Control at CBC,
which is responsible for street naming. Clerk
k) The Woodyard. Old car parts and other litter had been deposited on the verge outside The Woodyard.
The area was tidied shortly after the Chalgrave News article which asked residents to dispose of such
items responsibly.

9. MAY/JUNE 2016 CORRESPONDENCE RECEIVED
a) AECOM: A5(T)/M1 Link Road. Information on Permanent Traffic Regulation Orders that Highways
England want to apply to this scheme. Comments to be submitted by June 27th, 2016. In correspondence
b) Central Bedfordshire Local Plan. Site maps and information. Consultation on the site assessment criteria
between June 30th and 29th July, 2016. In correspondence.
c) CBC: Temporary Road Closures.
i. B759 Luton Road, Sundon New Section. Friday June 24th 20.00hrs to Monday June 27th, 2016 06.00
hrs. 24 hour closure.
ii. Bridleway, Toddington. Harlington Road to Luton Road. Moonday August 1st to August 2nd, 2016
09.00-15.30.
d) CBC Libraries Opening Hours Review. CBC is proposing reducing total opening hours by 30 hours a week.
It is proposed that Toddington library reduces by one hour a week. Consultation from June 13th to
September 5th, 2016.
e) CBC: Town and Parish Conference; July 13th, 2016. The conference will focus on the Local Plan. Cllr Green
hopes to attend. Cllr Wells will attempt to go. KG; MW
f) CBC: Overview and Scrutiny Committee Survey. The survey can be accessed at the consultations section
of CBC’s website. There is no deadline.
g) Public Sector Executive. Magazine in correspondence.

11. MILLENNIUM and COMMUNITY AWARDS
• The PC agreed to award Callum Angel the Millennium Award for services to the community.
• The PC agreed to award Chris and Mick McDonagh the Community Award for services to the community.
12. TEBWORTH POND
a) Freedom of Information. The PC previously received a letter from the residents of the house next door
to the pond requesting certain information under the Freedom of Information Act 2000 relating to work
on the pond. The clerk has responded to both the Information Commissioner’s Office and the resident.

b) Planning Enforcement. The PC has received an email from CBC’s Planning Enforcement Officer querying
the ‘felling of a number of established trees’ alongside Tebworth Pond. The clerk responded with a letter
and photographs of the pond taken both before and after the pond was dredged in September 2015. The
Officer sent an email today requesting further information. Cllr Parry will draft a response. Ongoing.

Although the PC did not request the willow to be pollarded at the time the pond was dredged the PC
queried whether permission needed to be sought again as permission has been granted in the past.
c) Next Steps. Cllr Jackson met with the contractor, Barrie Hicks, who carried out recent work at Toddington
Pond. He has quoted £1,360 + VAT for installing sleepers along the pond edge and back filling with topsoil
in order to level the ground by the bench. The PC agreed that Mr Hicks should carry out the work and so
accepted the quote. It was also agreed to notify the residents in the cottages by the pond and at Ivy Farm
before any work begins. Cllrs Jackson and Parry will draft the letter. BJ; PP
13. COMMITTEE REPORTS
a) Planning
None
b) Speedwatch
i. The PC has an opportunity to buy permanent signs for Speed Watch. To be discussed at the July
meeting of the PC. MW
ii. Vehicle Activated Sign; Toddington Road. Cllr Whitton has spoken to a technician from SWARCO
who will find out if the sign can be replaced. No response yet Cllr Whitton will chase for an
estimate for its repair. PW
c) Footpaths
i. Stiles. Repairs still ongoing. Three posts still need to be put up. Cllr Green will chase. Ongoing. KG
ii. Michelle Fynn, the Footpaths Officer, is looking at what work has been completed since the last
survey and the Footpaths Committee would need to help.
iii. Footpaths Committee. Cllr Green said that the members needed to walk the FPs to check what
progress has been made.
d) Website
i. Cllr Green is still awaiting some cllrs’ details for the website.
e) Highways Issues.
i. Chalgrave Road/A5120 Junction. Although a narrow strip has been cut visibility is still extremely
poor. Clerk to report again. Clerk
ii. Tebworth Road/A5120 Junction. Grass needs cutting at this junction. Clerk to report to HW. Clerk
iii. Featherbed Lane. The hedge by the junction with the A5120 needs cutting. Request to be made to
the resident.
iv. Church Lane. Chalgrave Golf Club to be asked to cut back the hedge at the junction of Church
Lane/A5120. Clerk
The following have been reported to HW:
i. Faulty Lamps.
• Column 001 at St Mary’s Close is still not repaired
• The lamp outside Forge Cottage, Hockliffe Road
• The lamp opposite Woodlands
ii. Verge between Woodlands and 51 Wingfield Road has still not been cut back
iii. Hedge along Wingfield Road opposite Woodlands and The Woodyard needs cutting back
iv. Pothole opposite Foxley, Wingfield Road.
