of the Meeting of Chalgrave Parish Council held on Tuesday, November 15th, 2016 at Chalgrave
Memorial Hall, Tebworth at 7.30pm.

2. MINUTES OF October 18th, 2016 MEETING
The minutes of the October 18th, 2016 meeting were approved and signed as correct by the chairman.
3. SPECIFIC DECLARATIONS OF INTEREST
Cllrs Green and Parry declared a prejudicial interest in item 7b) Tebworth Community Pub.
4. POLICE MATTERS
a) Crime Report September 2016

b) Rural Crime Conference-December 16th, 2016 at 5pm. Cllrs Parry and Ludgate will attend. PP; KL
c) Incident on Lords Hill. Cllr Ludgate reported that vans, motor bikes and tricycles were in fields on Lords
Hill recently.
5. REPORT FROM WARD COUNCILLOR VERSALLION
a) Consultations. Three are currently running:
i. Central Bedfordshire Council budget
ii. Rural Communities Bus Services
iii. Local Plan; Community Planning
b) Land adjacent to 50 Tebworth Road, Wingfield. The agent has contacted Cllr Versallion asking him to
support the planning application for this plot of land.
c) Queen’s Head Pub. Cllr Versallion said he would talk to David Hale, Planning Manager CBC, and seek to
get something in writing to the effect that it will be a requirement to formally apply for a possible Change
of Use as the pub is the last community asset in Tebworth. There is nothing to prevent Change of Use at
the moment. He advised that Tebworth Community Pub Ltd should write to Mr Hale as well. At a recent
planning conference Cllr Green was informed that the pub would be included in the draft Local Plan but
there is no guarantee that this would carry any weight.
d) Bus Services. Cllr Whitton asked about services to Tebworth and whether there was a set figure for bus
journeys to and from the village. He is trying to find some way of providing a service.
e) Local Plan. Cllr Green complained that there were 5 or 6 questions only in the last consultation and there
was no room for individual comment. Cllr Versallion agreed it could be improved.
6. REPORT FROM ALL SAINTS CHURCH
a) Rectors’ Departure. Rev. Anne Crawford took her final service on 15th October at All Saints Church. It was
well attended and emotional. Anne’s inaugural service took place on the 14th November in Richmond upon
Thames at St. Matthias Church. Mr Calder took 16 parishioners to the service and another 5 went by car
to see her registered as the Rector there.
b) Roof Repair. The church finally has the Faculty letter of approval from St Albans. However it is only for the
North Roof not both. The architect has been contacted again to get both roofs cleared for repair. The work
is scheduled for January 2017.
c) Events. The last PCC meeting with Rev. Crawford is on Thursday, 24th November at 7pm. Following that
there is a meeting with St Georges PCC and the Bishop of St Albans to map out a plan for both the churches.
d) Services. Retired vicar Ian Ogilvy is currently presiding over services. He is well liked and delivers very
interesting sermons.
e) Ian Smith, who has been in training with the church for 3 years as a rector, has now left to go to Silsoe
church for the next stage of his training.
f) Candles by Candlelight and Midnight Mass cannot be confirmed until the PCC has met.
g) Funeral. Archie Smith’s funeral recently took place at All Saints. After all his bequests and commitments
had been settled the balance of his estate was left to All Saints.
7. MATTERS ARISING FROM OCTOBER 18th, 2016 MINUTES
a) Street Lamp, Toddington Road. The street lamp outside 23 Toddington Road still has not been connected
to the electricity supply. The clerk has contacted HW again. Ongoing. Clerk
b) Queen’s Head Pub. Cllr Green reported that the Tebworth Community Pub Committee is of the opinion
that the pub is not worth the £300,000 that Charles Wells is asking although it could be if a Change of Use
was granted for it to become a private dwelling. Andrew Selous MP has confirmed that he has written to
the Director of Communities at CBC asking him to confirm that they will not allow a Change of Use.
Ongoing.
c) Defibrillator. Cllr Jackson carried out a practice of the VETS system with the volunteers on November 9th.
d) Noticeboards. Refurbishing the noticeboards is completed.
e) CPRE: Development on Greenbelt. Andrew Selous has responded to a letter from the PC about the level
of development in the Green Belt. Letter in correspondence.
f) Featherbed Lane. Cllr Wells has asked the landowner of Chalgrave Manor Farm for more details of traffic
travelling through property e.g. vehicle registrations. Cllr Jackson suggested he put up signs at each end of
his private road saying ‘Don’t follow your sat nav’. Ongoing. MW
g) Parish ‘Walkabout’-Grass Cutting. The grass at the junction of Tebworth Road and Lords Hill still has not
been cut and visibility is poor especially when attempting to turn right. Ongoing.
h) Vehicle Activated Sign (VAS); Toddington Road. CBC has responded to the PC’s query as to whether it
would fund a new sign. This is very unlikely but it may consider repairing the present sign. The PC agreed
to go ahead with the request to do that. Clerk
i) Wingfield Festival of Britain Sign. The clerk will contact Eaton Socon to find out where they bought their
recent replacement sign. Cllr Parry will contact Signs of the Times to see how much it would cost for them
to make one. PP; Clerk
j) BATPC: Local Government Financial Settlement for 2017/18. Technical Consultation. Response sent.
k) Parish Council Computer. The PC can apply for a grant to purchase a new computer plus a scanner/printer
because of the Transparency Code. Councillors agreed that the clerk should apply for a grant as well as
repair the current parish council computer. Ongoing. Clerk
l) Local Plan Consultation. Deadline is November 1st, 2016. Cllrs agreed to respond on behalf of the PC and
also individually. Cllr Green proposed, seconded by Cllr Wells to write to CBC to say this was not a proper
consultation as it consisted of 5 or 6 questions only and there was no room for individual comment. All
agreed. Clerk
m) CBC: Partnerships, Community and Engagement Team; Planning Training. Cllr Green and the clerk
attended a training session at the Dunstable CBC offices on October 25th, 2016. The briefing is in
correspondence.
n) Article ‘Cities can ease Pressure on Countryside.’ The PC agreed to write to Andrew Selous MP. Awaiting
response.
8. POINTS RAISED on SEPTEMBER/OCTOBER 2016 CORRESPONDENCE
Community Planning Meeting-November 23rd, 2016, 2.30-7.30pm. Cllr Wells will attend the meeting at
Toddington Guide Hall. Notices about the meeting will be put in the Queen’s Head and The Plough. MW
9. OCTOBER/NOVEMBER 2016 CORRESPONDENCE RECEIVED
a) BATPC AGM: October 26th, 2016. Presentation by Bedfordshire Police in correspondence. Cllr Green
attended this meeting.
b) Rural Services Network.

c) CBC: School Admissions Consultation; Community & Voluntary Controlled Schools. Consultation ends on
December 2nd, 2016. In correspondence.

e) CBC: Garden Waste Collections will be suspended from December 5th, 2016 until February 24th, 2017.

10. ACCOUNTS

b) Draft Budget 2017/18. The draft budget for the parish council is in correspondence.
11. TEBWORTH POND
a) Land Registry and Village Green Applications. The PC has applied for Village Green status and is in the
process of applying to Land Registry for Possessory Title. Ongoing. Clerk
b) Information Commissioner’s Office (ICO). The PC has received a letter from ICO stating that it has
contravened the Freedom of Information Act 2000 for failing to provide a request for information from a
parishioner within 20 working days. The ICO will not be taking any further action.
c) Pollarded Willow Tree.
i. The Tree and Landscape Officer at CBC has responded to Cllr Whitton’s query as to whether the
tree by the roadside could be removed so that new shrubs can be planted. He advised against
removal but is agreeable to it being coppiced annually if required. CBC would need to be notified
beforehand and agree to the proposed work, after which a 5 year rotation programme could be
set up.
ii. The PC has received another letter from the Principal Planning Enforcement Officer (Enforcement)
Clerk to refer him to the last letter he sent and ask him to come for a site visit. Clerk
12. COMMITTEE REPORTS
a) Planning
i) Applications
16/04498 A5 Salvage Works. Watling Street Demolition of existing dwelling, workshop &ancilliary storage
sheds, removal of mobile home, removal of hardstanding.
Erection of12 dwellings, formation of new access etc.
Comments Concern about access in and out of the site. 12 houses not adding significantly to housing stock
& is not a good argument bydevelopers.  No affordable homes.

Comments CBC rejected a previous application. Will be a large building. Will be infill which is inappropriate for Green
Belt land

16/04738 Lane Farm, TheLane, Tebworth
Conversion of barns to 4 dwellings On Green Belt, rural area & within a conservation area.
Comments The Lane is a narrow track. This development would increase flow of traffic.
Character of site should be maintained.

b) Speedwatch
i. Five speed watches took place this month. Cllr Wells thanked the volunteers involved. He met with
Police Traffic Management Officers to review whether a site for Speedwatch could be found on
Hockliffe Road. It was turned down as there is not enough notification to drivers before the speed
sign and it is too dangerous for volunteers to stand there. The officers agreed to put up traffic
monitoring devices outside Mulberry Lodge, Toddington Road and Wingfield to obtain some
statistics. We can have these again after the bypass is opened. They will also be looking for a 40mph
limit from before the village boundary. A 20mph limit on a raised platform in Tebworth was also
discussed.
ii. Permanent Speedwatch Signs. Cllr Wells showed the cllrs examples of signs. Cllr Parry proposed,
seconded by Cllr Jackson that Cllr Wells finds out the cost of 4 large signs and 3 small ones. All
agreed.
c) Footpaths
i. Stiles should be repaired by Christmas. Cllr Green is attempting to walk all of the footpaths and
photograph the stiles.
ii. Heathcote Farm. The footpaths are not being looked after as well as before.
iii. Parish Stiles Analysis. CBC has sent the PC an analysis of the stiles, gates and other structures on
the public footpaths of each CB parish. In correspondence.
d) Website
Awaiting two cllrs’ details.

13. HIGHWAYS ISSUES
i. Report potholes on the A5120 near Church Lane again. Clerk
ii. Cars are parking right on the corner of Wingfield Road and Toddington Road. Cllr wells will
contact the Team Leader Traffic Management to see if anything can be done to prevent this
happening. MW
14. ITEMS FOR INCLUSION ON NEXT AGENDA
2017/18 budget.
