MINUTES of the Meeting of Chalgrave Parish Council held on Tuesday, November 17th, 2015 at Chalgrave Memorial Hall, Tebworth at 7.30pm.

Cllr Osborn declared a prejudicial interest regarding Tebworth Pond-minute 11

3. MINUTES OF PREVIOUS MEETING
The minutes of the October 20th, 2015 meeting were approved and signed as correct by the chairman.

4. POLICE MATTERS
a) Crime Figures: October 1st-October 31st, 2015
No crimes or anti-social behaviour reported in October.
b) Ringmaster. Bedfordshire Police have responded to the PC’s letter, which asked if the policy for Ringmaster had changed. Currently Ringmaster only reports burglaries. However Beds Police are in the process of changing their service provider and the new system may give PCs the option of receiving information which is more relevant to them.
c) Delay in Police Response. The PC recently wrote to the Police and Crime Commissioner asking why it took the police three days to respond to a suspected break-in in Tebworth. Beds Police have acknowledged the letter and will contact the PC in due course.

6. REPORT FROM ALL SAINTS CHURCH
a) Advent and Christmas Events 2015.

7. MATTERS ARISING FROM OCTOBER 20th, 2015 MINUTES
a) Defibrillator-Village Response Team. Cllr Jackson has distributed leaflets to all parish households. No volunteers as yet. If interested please contact Cllr Jackson 877617. BJ
b) Houghton Regis North 2 (HRN2)
i. The PC has received a response to one of its letters, asking for the planning application to be called in, from the Dept. of Communities and Local Government. The PC’s comments have been noted but the Secretary of State will not call in the application.
ii. Cllr Green attended the first CPRE Parish Council meeting on October 27th, 2015. He gave a brief summary of the meeting which included the information that CBC has withdrawn its Development Strategy and has begun a new Local Plan which it hopes to submit to the Inspector by September 2016. Although nothing concrete arose from the meeting the PC agreed that it would be useful to remain with this group.
c) 20mph Speed Limit.
i. Cllrs Parry informed the cllrs that a 20mph limit for Tebworth will be installed as part of the A5-M1 link road construction.
ii. CBC’s Senior Traffic and Transport Manager has confirmed that CBC has briefing notes on white lines. The clerk has informed him that there are faded white lines on the bend by the Queen’s Head pub. Cllr Green mentioned that the lines have also faded on Hockliffe Road, especially the double white lines, and in Toddington on the road to the M1.
d) Boundary Gates. Refurbishment of the noticeboards is ongoing.
e) Revised bus timetables. Cllr Whitton will contact Harlington Helping Hands to find out more about its voluntary transport service. Ongoing. PW
f) Sunken Drain opposite The Meadows, Wingfield. Highways has raised an order for the drain to be repaired. Ongoing.
g) Blocked Drain. The blocked drain opposite Buttercup Farm, Hockliffe Road has been cleared.
h) Chalgrave Memorial Hall; Asbestos-Possible Health Hazard. Cllr Green has declared a prejudicial interest. He stayed in the room.
The PC has responded to the second letter from the chairman of the Memorial Hall Committee. The Memorial Hall Committee has contacted CBC.
i) Dog Bins.
i. The PC has confirmed its previous request to CBC to empty the current bin on The Lane more frequently.
ii. Cllr Jackson has spoken to the landowner about putting a dog bin near the footpaths close to Chalgrave Road. He would like it located near the farm gate on Chalgrave Road and he wants to install it. The clerk will request a bin from CBC. Ongoing. BJ; Clerk
iii. Cllr Green has put ‘No fouling’ signs on all the finger posts in the parish.
j) Tall Hedge. A tall hedge in a neighbouring garden, recently purchased by new owners, was adversely affecting a garden in St. Mary’s Close. The new residents have cut back some of it and intend to do more. The affected neighbour will speak to them directly.
k) Grass Verge Next To Woodlands.
i. The trees and bushes have become overgrown on the bend between Woodlands and 51 Wingfield Road, Tebworth. HW has agreed to cut them back. Clerk to follow up. Clerk
ii. Growth is overhanging the footway opposite Woodland and The Woodyard. The landowner has agreed to cut it back.
l) Town and Parish Council Conference; November 11th, 2015. Cllr Parry was unable to attend due to unforeseen circumstances.
m) Amey: A5 Closures. Information on closures due to take place for 10 weeks from October 28th, 2015. Copies distributed to the cllrs. Cllr Parry has asked Carillion to put ‘No HGVs’ signs on Teworth Road and Chalgrave Road.

8. POINTS RAISED on SEPTEMBER/OCTOBER 2015 CORRESPONDENCE
Cllrs Jackson and Whitton will attend the New Councillor induction training on December 3rd, 2015. BJ; PW

9. OCTOBER/NOVEMBER 2015 CORRESPONDENCE RECEIVED
a) CBC: Salt Bag Scheme. CBC is offering deliveries of 0.5 and 1 tonne bags of salt in December 2015, January and February 2016. The PC agreed to order a one tonne bag for December to be delivered to Cllr Osborn.

b) CBC: Local Transport Plan Rural Match Fund & Bidding Guidelines. CBC is offering matched funding to town and parish councils towards small scale highway schemes. In correspondence.
c) CBC: Use of the Tax Base and Calculation of the Precept Seminar. December 9th, 2015. No one to attend.
d) CBC: Community Safety Engagement. Request to meet to learn more about our communities and to establish any issues that could be addressed by working in partnership. Cllr Parry and the clerk to find out more about the scheme. PP; Clerk
e) CBC: Survey of Chalgrave Parish in correspondence.
f) London Green Belt Council: Treasurer’s Report year ending August 31st, 2015 plus notes 169. In correspondence.

11. TEBWORTH POND
Cllr Osborn has declared a prejudicial interest. He stayed in the room.
i. An article will be included in the December edition of the Chalgrave News. BJ
ii. Cllr Jackson will invite the couple living next door to the pond to join the working party. BJ
iii. Thank you letter to be sent to Mr Robert Dolemore for allowing access onto their land in order for the work to be carried out. Clerk
iv. There are no specific legal requirements for signs and life buoys etc. by public ponds. The Cllrs agreed to consider this in the future.
v. The brambles are growing back. Cllr Parry offered to cut these back. PP

12. COMMITTEE REPORTS
a) Planning.
Nothing to report this month.

b) Traffic Calming.
i. Speed Watches. Three were carried out in November.
ii. Vehicle Activated Sign on Toddington Road appears not to be working properly. Cllr Whitton will investigate. PW
iii. Hi-Viz Jacket. The PC unanimously agreed to buy a third jacket after a request from Cllr Wells. MW
iv. Hockliffe Road. Cllr Green asked if a Speed Watch could be carried out on Hockliffe Road. Cllr Wells replied that the police will not allow it.
v. Sundon will not be using the shared speed sign until March 2016. This means that Chalgrave will have more frequent use of it until then.

c) Footpaths
i. Permissive Footpaths and Reinstatement of Footpath. Permissive Footpath between FP 31 an FP 9 and reinstating a FP between the end of The Lane and Battlesden. Cllr Green has drafted letters to the relevant landowners. Both in correspondence.
ii. Footpath Survey of Chalgrave’s footpaths in correspondence.
iii. Footpaths Committee Meeting to be held soon.

d) Website
i. Meeting. Meeting arranged for December 7th, 2015.
